The legislation, which passed in both the House and Senate with bipartisan support, creates a new position at the Department of Justice to facilitate the expedited review of COVID-19-related hate crimes and provides guidance for state and local law enforcement agencies on how to establish online reporting of hate crimes.
The bill also directs the Department of Health and Human Services to issue guidance to assist with the language access and culturally competent outreach for affected communities. President Biden spoke about the significance of the legislation in a speech at the White House, saying, We have to change our hearts, we have to change the way we deal with one another, we just have to speak out. We cannot let the hate define us as a nation. The signing of the COVID-19 Hate Crimes Act marks an important step towards combating hate and bigotry in the United States.
