When a video of two women being paraded naked went viral in July, it shocked the nation’s conscience and forced Prime Minister Narendra Modi to speak out about the issue in the northeastern state just hours before the commencement of the Monsoon Session of Parliament.

But things quickly returned to normal. As the nation celebrated the achievement of Chandrayaan-3 and the G20 conference, the mayhem in Manipur faded into the background. After images of the remains of two youths who had gone missing in July went viral on social media, a new wave of violence has now broken out in the state capital Imphal.
The Deputy Commissioner’s office in Imphal West was vandalized by a group of people, primarily students. The Centre, which has been repeatedly charged with laxity, has relocated senior IPS officer Rakesh Balwal from Jammu and Kashmir to his parent cadre Manipur and prolonged the Armed Forces Special Powers Act (AFSPA) in most areas of the state by six months.

Whether these actions will have any impact on the ground is a moot matter.Sadly, Manipur was barely mentioned at last week’s special session of Parliament, despite the fact that Congress leader Mallikarjun Kharge criticized the Prime Minister for avoiding the conflict-torn state. Not helping matters is the ruling BJP’s choice to stick with Chief Minister N Biren Singh. In order to restore peace and public order, the opposing parties must sit down and negotiate, but the authorities appear helpless to do so any time soon.
