In the 26-member Council, the National Conference won 12 seats, while the Congress got 10. Two seats were won by the BJP, including one where the NC and Congress both fielded rival candidates. Independencies won two seats.

    This was the first council election since the former state of Jammu & Kashmir was split up in August 2019. More than 74,000 people are registered to vote.78% of eligible voters cast ballots, which is a high turnout and 8% higher than in the 2018 elections. The surge was mostly brought on by the migrant community of Kargil returning to cast their votes in the elections.
    In anticipation of its performance serving as confirmation of the choice to repeal Article 370 and divide the state into two Union Territories, the BJP had intended to have a significant impact in the elections. It had carried out some construction initiatives in the region, like enlarging the road system. Additionally, it had created a few new educational institutions and had set aside lower-level positions for locals. But it appears that animosity is rising against the party.

    People were eager to make a message through the elections, as seen by the high voter participation and the return of immigrants. Large swaths of the population were turned off by the BJP’s four years of complete control over the government. The BJP has also been unresponsive to Ladakh’s adamant request for the granting of special status under the Constitution’s Sixth Schedule in order to protect the land and the distinct identity of the people.
    According to the National Conference, the election results were a protest by the residents of Ladakh against the repeal of Article 370 and the restructuring of the state of Jammu & Kashmir without the consent of the people. Rahul Gandhi, the head of the Congress, recently visited the Union Territory, which generated a lot of interest and helped the Congress. The LAHDC-Leh, another Hill Council in the UT, is under BJP control. Elections in Jammu & Kashmir are being called for more frequently as a result of the elections in the Kargil Council. A demand for statehood or a merger with J&K is also present. No matter the outcome, the opposition I.N.D.I.A. could be said to have won its first election in Kargil.
