A Division Bench decided that limiting private employers was outside the state’s jurisdiction. It further said that a government could not treat people unfairly only because they were not citizens of a specific state. Debate has surrounded the contentious legislation from the beginning.

    The industry has let out a breath of relief, as they feel that the Act violates the fundamental rights of employers and potential employees. This clearly isn’t right.Forced labour kills the spirit of entrepreneurship and is primarily anti-business. 
    Relying on compulsion may only backfire in situations where public-private collaboration is needed to train kids and update their abilities. Promoting skilled trades and developing a workforce that can compete anywhere in the nation will better suit Haryana’s industrial interests. That’s the kind of empowerment the unemployed people in the state need.
