It has to do with the accusations of sexual harassment made by a female employee of Raj Bhavan against Ananda Bose. A special squad has been formed by the police to investigate the charge and a case has been filed. It has called certain employees of Raj Bhavan and requested CCTV video from the building.
The governor has chosen not to assist with the investigation and has rejected the accusation. He has forbidden the police from entering Raj Bhavan and instructed all employees to disregard any correspondence they may get from the police regarding the subject. He has declared that because the office is immune from such actions under the Constitution, the state police are unable to conduct any kind of investigation or to initiate any legal action against the governor.

There is a chance that Ananda Bose’s accusation is untrue. It’s possible that it’s a component of the allegedly political plan against the governor. There have been multiple run-ins between Ananda Bose and the Mamata Banerjee government as a result of the former’s confrontational approach.
The conflict has gotten increasingly heated since the Lok Sabha election. However, none of it lessens the seriousness of the accusation or eliminates the necessity for an inquiry. An investigation of a sexual harassment claim is mandated by law, and the governor cannot refuse it. The common grievance is that accusations of this kind made against influential people are either thwarted or repressed. In particular, since the accusation is aimed at him, the governor ought not to act in that manner.

It is unlikely that the Governor’s immunity can be used in situations such as these. Some people believe that the immunity only applies to criminal proceedings and not to inquiries. Despite how inadequate the inquiry was, it should be mentioned that one was conducted over allegations of sexual harassment against former Chief Justice of India (CJI) Ranjan Gogoi.
The ruling BJP typically responds to investigations into opposition politicians or others by saying that the accusations are not political and that the target of the investigation should be given the opportunity to disprove the allegations. When a governor is accused of sexual harassment, there is no room for a different defense or set of principles. If the accusation is genuine, it would be a grave injustice to the woman to obstruct the investigation. Ironically, the governor has gone beyond the bounds of the document and transgressed its spirit in his dealings with the state government, yet he still defends himself by using the Constitution in the face of a grave accusation against him.
