This is the most recent in a string of terror attacks, which started on June 9—the day the new Delhi administration was sworn in—with an attack on a pilgrimage bus in the Reasi area.

    Even if PM Modi gave officials the order to use the “full spectrum of counter-terror capabilities,” the situation is becoming worse. Terrorist organisations with bases in Pakistan, like Lashkar-e-Taiba and Jaish-e-Mohammad, have increased their activity in the Jammu region by using local recruits and operatives.

    The government faces a challenging task as it prepares to hold the much-anticipated Assembly elections in J&K by September.Giridhar Aramane, the defence secretary, has said that India will vanquish the malevolent powers responsible for the Kathua attack and that the soldiers’ sacrifice will not go unpunished. 

    India has the responsibility to examine its alternatives, both military and diplomatic. Islamabad has continued to play the victim, saying that it has committed more sins than sins in terms of terrorism, therefore the naming and shaming of Pakistan on international forums has not done much good. For the first time in a decade, the ruling BJP may find it difficult to take a traditionally harsh stance because it is dependent on its allies.

    Cross-border “surgical strikes” were carried out following the September 2016 terror incident in Uri, while the Balakot airstrikes were carried out in response for the Pulwama suicide bombing that occurred in February 2019 during the first term of the Modi government. It’s the same old “enough is enough” situation, but Modi 3.0 may have to limit its actions to trying to bring peace back to J&K while abiding by all the rules.
