Among the biggest concerns are the rehabilitation of the displaced population and stopping the spread of water-borne illnesses. It is clear that the crisis has revealed the establishment’s lack of forethought. The contingency plans’ execution has been woefully inadequate.

    Since water is a state concern, state governments develop and carry out flood management plans. The Center’s job is to support the states’ initiatives by offering advice on technical matters and financial support. 
    The Union government has tied the disbursement of Central funds to the states’ implementation of flood plain zoning measures under the Flood Management Programme; states that take the initiative in this area are given preference over other states. 
    In order to control the damage whenever flooding occurs, these procedures include the delineation of flood-prone zones or places and the management of development in these zones. Undoubtedly, the situation has worsened due to inadequate foundation.

    The Cyclone Biparjoy that occurred last month was successfully contained without wrecking much havoc because of close coordination between Central and state agencies. To lessen the consequences of floods and other extreme weather events, whose frequency and intensity are increasing, similar synergy is needed. Disaster preparedness should be a year-round focus; it is too vital to deal with on an as-needed basis. A reactive strategy won’t provide any catastrophe protection.
