As a result, the Army and the UT police are under tremendous pressure to stop the worrying trend. Monday night in Doda district, there was a gunfight with terrorists that resulted in the deaths of four Army personnel, including a Captain.

The incident took place one week after five soldiers were killed when terrorists assaulted an Army patrol in the Machedi forest belt of the Kathua region. The writing is on the wall: since January 1, there have been over 20 terror assaults and encounters in the area that have claimed the lives of security officials and civilians, which is four times the number of terrorists who have died.

The Kashmir valley has been the epicentre of insurgent activity in recent years, but it has switched dramatically to Jammu during the last month or two. The Army, the police, and the Central Armed Police Forces are having difficulty stopping the foreign terrorists who are infiltrating from across the border, even in light of this obvious trend. This suggests shortcomings in intelligence as well as potential inconsistencies in agency coordination.

It’s clear that terrorists are taking advantage of these gaps to wreak havoc every single week. The typical suspect, Pakistan, is in the forefront as it continues to drain India dry with a thousand wounds while dealing with its own set of political and economic issues. While New Delhi needs to step up its international game against Islamabad, a thorough review of the entire counterterrorism apparatus is imperative.

Regaining the element of surprise will allow the security forces to turn the tables on the terrorists. For the sake of peace, all parties involved must simultaneously use restraint. In a divisive move, the J&K DGP accused mainstream regional parties of political capitalising on terror network leaders. Playing the blame game will not only diminish the ultimate sacrifice made by warriors, but it will also give Pakistan more confidence to pursue its evil goals.
