Ahead of the Assembly elections, concerns have been expressed about the policy being pushed under pressure from the builder lobby. It is becoming more and more obvious that the policy is not in the public interest, even with the conditions attached. 

    Furthermore, the undue strain on public utilities and infrastructure exacerbates already serious environmental hazards and creates tense situations between neighbours. An important and serious worry expressed by the voices of opposition is that the increasing trend of apartment building could lead to an urban dystopia.

    There are parallels with Gurugram’s older neighbourhoods, where people have difficulty accessing sunlight and clean air.In February of last year, a ban on S+4 projects was put in place in response to demonstrations in Panchkula against the exploitation and widespread commercialization of residential space. 

    There had been multiple reports of extra stories being constructed on homes that could barely support two stories of weight. The government is now adamant that the issue of structural compromise be addressed in the new, mandatory mutual consent agreement with surrounding plot allottees. Furthermore, it states that since three floors are currently permitted, the sale of an additional fourth level will benefit individuals who are still unable to buy homes because of excessive real estate taxes.

    However, the outcry from the various cities in Haryana is cause for concern, particularly in light of the government’s decision to reject a number of the expert panel’s most important recommendations. This has led to an avoidable loss of confidence. It is evident that in its current state, the drawbacks greatly exceed the advantages. Haryana needs to pause the policy’s implementation right away.
